feat(table): 列筛选显隐按页记忆，卡片设置入口移至左侧工具栏

Browse Source 
- 列筛选面板勾选状态按页 localStorage 记忆，刷新后表格/卡片两侧一致恢复
- 卡片设置按钮由右侧图标区移至左侧操作按钮区，面板向下展开不再超出视口
- 入口改按钮直绑点击并抽出 toggleCardSettingPanel 复用，不再走 defaultToolbar 注入
